Rights and Risk Case Studies - Sound & Vision

This case study explores how the Netherlands Institute for Sound & Vision made more than 700,000 Dutch radio and television programmes freely available online through De Schatkamer, launched in May 2026.

Drawing on the Dutch experience, it examines how the Out of Commerce provisions of the DSM Directive can unlock large-scale access to audiovisual heritage, while highlighting the importance of long-term digitisation investment, political support, sector agreements, rightsholder trust, and technical capacity to turn legislation into practice.
